Robert Keown serves as the Director of Online Instruction at ECTC. Prior to assuming this position, he served as Online Multimedia Coordinator and Staff Development and Training Coordinator. Prior to joining ECTC in January 2000, he completed a career in the United States Air Force, where assignments included work as a jet engine mechanic and as a training systems specialist.

His duties are focused in the area of designing, developing, delivering and coordinating multimedia for online instructional programs. He is also responsible for the conduction of staff certification and training for online instruction, and for technical support for ECTC's online students.

Robert holds a Bachelor's Degree in Human Resource Management from Park University, and is currently pursuing a Master's Degree in Instructional Technology and Distance Education from Nova Southeastern University. He is a Certified Distance Educator (University of West Georgia), and completed numerous training courses during his Air Force career. He also holds a AAS Degree in Educational Instructional Technology from the Community College of the Air Force.
